Check all the glass window too. Make sure they are clean and clear. You should try with Emerald original exposure of 4.5 seconds instead of 4.35 seconds you have there to test for problem.

For that large ring you may want to try simply tilting it at 15 - 20 degrees and then printing. That would create a gradual build up to the large section instead of the sudden large layer slice that can slide around. If you still have the line at that same area after trying that, try cleaning and re-lubing the Z-screw.
